ASBESTOS REMOVAL NEW CODE OF PRACTICE

New Code of Practice
WorkSafe NZ have just released a new document Management and Removal of Asbestos - Approved Code of Practice (CoP). This is a new guidance document for managing and removing asbestos in the workplace.
The CoP sets out WorkSafe’s expectations for working safely with asbestos and is designed for businesses that manage or control workplaces, carry out asbestos removal, or asbestos-related work, and licensed asbestos assessors. The code applies to landlords too, but not to home occupants doing DIY.
This makes the new CoP applicable to a wider range of people who are exposed to asbestos, and it reflects the requirements set out in the Health and Safety at Work (Asbestos) Regulations 2016 and the Health and Safety at Work (General Risk and Workplace Management) Regulations 2016.
Old Guidelines Revoked
The old New Zealand Demolition and Asbestos Association (NZDAA) document New Zealand Guidelines for the Management and Removal of Asbestos, has been revoked by WorkSafe and replaced with the new CoP.
The new WorkSafe CoP has a legislative bias with comparatively less focus on asbestos removal and, although necessary to use from a Health and Safety point of view, it appears somewhat light in some of the practical areas. However, Masterspec understands that NZDAA is currently working on new 'Best Practice Guidelines' that will, when used in conjunction with the CoP, provide a deeper clarification of practical applications.
MBIE Asbestos Facts
- It became illegal to import blue and brown asbestos into New Zealand in its raw form from 1984.
- On 1 October 2016, it became illegal to import asbestos-containing products into New Zealand.
- Buildings built, altered or refurbished from 1940 until the mid-1980s may contain asbestos.
As you would expect the work section to be heavily updated is 2123 ASBESTOS REMOVAL (Standard, Services, Interiors, Structural & Civil) which has had the WorkSafe CoP added and the NZDAA Guidelines deleted. Similarly but to a lesser extent Demolition and related sections have been updated, particularly for Masterspec Minor and Basic users.
Masterspec will continue to monitor NZDAA future publications for possible inclusion in Masterspec documents.
